Rest and respite
Shelter City Montevideo provides human rights defenders with the time and space to recuperate and reflect upon their work, thus enabling them to return to their activism re-energized. In the city of Montevideo, they can find a peaceful and safe environment with many cultural and recreational opportunities, allowing them to get away from the risks and challenges they face in their daily work.
Tailored support and capacity-strengthening
Human rights defenders participating in the programme are offered holistic protection, which includes temporary relocation for a period of three months, strengthening of capacities, digital security training, and psychosocial attention, among others. A multidisciplinary team offers human rights defenders support and activities tailored to their preferences and needs. These involve following courses, expanding their network and capacities, and participating in events and advocacy opportunities to raise awareness of their cause, as well as rest and respite.
Connecting with local and regional allies
We place a strong emphasis on networking and collaboration to provide comprehensive care and protection for human rights defenders and to broaden the scope and impact of their human rights work. We promote connections with leading organizations and leaders in their areas of interest, both during their stay in the Uruguay region and in their home countries, to support them upon their return.

The Instituto de Comunicación y Desarrollo (ICD) is a non-profit civic association, based in Montevideo, Uruguay, which bears a vast experience of nearly 40 years in the design and execution of projects aimed at contributing from a human rights perspective to the strengthening of civil society in its various forms, enhancing civic space and strengthening citizen participation in democracy.
