Introduction
Latin America remains one of the most dangerous regions in the world for human rights defenders, where violence is recurrent and targeted. In Brazil, every 36 hours, one person becomes a victim of violence because of their work defending human rights.
Since its founding, Justiça Global has focused its efforts on strengthening the protection capacities of human rights defenders in Brazil and around the world. In addition to conducting research, the organization supports defenders in developing protection strategies, files complaints, and monitors the development and implementation of public policies aimed at protecting defenders and effectively guaranteeing their rights.
Following the launch and development of the Centre of Integral Protection — CEPI by Justiça Global in 2022, which offers temporary relocation to human rights defenders, the city of Rio de Janeiro joined the Shelter City movement in 2026 as part of a broader regional effort to create more safe spaces in Latin America for human rights defenders at risk.

Rest and respite
Rio de Janeiro offers human rights defenders a lively yet restorative setting where they can find both safety and respite. Surrounded by nature, defenders can take the time to recharge, reflect in the city’s forests, or hike along scenic views. The city’s rich culture also provides vast opportunities to reconnect with themselves in a safe environment, including through body-based activities, writing practices, and language classes.
Integral protection
During their stay, we develop workshops to create effective integral protection strategies and plans for human rights defenders. These workshops cover the topics of physical protection, care and self- care, and secure digital communication for organizations, social movements, and human rights defenders.
Tailormade support
Beyond integral protection support, human rights defenders can also access different types of care and rest, legal and psychological support, and a large network of allies during their stay, which contributes to creating safer, more sustainable practices upon their return.
