In a world where civic space is shrinking and human rights defenders face increasing risks, the annual Shelter City Netherlands Partners’ Meeting offers a vital moment of reflection, connection, and commitment.
On 4 September, representatives from across the network – from municipalities, civil society organizations, volunteers, and Shelter City alumni – came together in Amsterdam to celebrate achievements, explore new collaborations, and recommit to our shared mission of standing side by side with those who defend human rights.
The timing could not have been more crucial. Around the world, civic space is shrinking, and the number of human rights defenders at risk continues to rise. In this context, the meeting represented more than a yearly gathering. It was a moment to pause, to reconnect, and to ask ourselves what kind of network we want to be in a rapidly changing world.

Throughout the day, one message came through loud and clear: Shelter City is vibrant, and the network is growing. In 2025 alone, 34 human rights defenders found a safer space to rest and recharge in the Netherlands. Several cities committed themselves to hosting more guests and providing additional support for human rights defenders. And there was further cause for celebration: Shelter City Amstelveen [1] officially launched this year as the 14th city in the Netherlands and is currently hosting its very first fall guest. A milestone that symbolizes the expanding recognition and trust the network receives from local governments.
From growth to depth
As we look ahead, growth for Shelter City is not just about welcoming new cities into the network. It is about deepening our partnerships and staying united in purpose. The conversations during the meeting were honest and sometimes challenging, a sign of a healthy, maturing network.
Together, we reaffirmed our commitment to work more closely with municipalities and unusual allies, building a stronger shared protection infrastructure. Because protecting human rights defenders starts with protecting the spaces where collaboration can thrive.
Expanding the network and global cooperation
Beyond the Netherlands, the Shelter City network continues to reach new corners of the world. Shelter City Leipzig[2] joined the network in September, and Shelter City Montevideo will follow in November. Both initiatives highlight how local governments can take a global stand for human rights, safety, and solidarity.

Strengthening connection and alumni support
After 13 years, Shelter City Netherlands has welcomed more than 250 human rights defenders from 65 countries. Many of them continue their work, often under new challenges, while staying connected to the network and alliances developed through Shelter City.
Shelter City aims to reinforce local actions for change in the long run. The initiative extends beyond the temporary relocation aspect; it’s a lifelong community of solidarity, care, and resilience. The answers are not simple, but the shared commitment was evident.
Looking ahead
As the day came to a close, there was a sense of strength and hope in the room. Despite the challenges ahead, the Shelter City network stands united and adaptable, built on trust and shared purpose. Together, we carry forward the mission of Shelter City: to stand side by side with human rights defenders, wherever they are.
And as we look toward the next time we gather, we do so with renewed energy. Ready to keep growing together!
